NCICD North Jakarta: An Integrated Solution to Flooding

Jakarta is undertaking a significant project called NCICD. NCICD  (National Capital Integrated Coastal Development) is an integrated solution to address the challenges of flooding, sanitation, and improved water supply. NCICD will also enhance the quality of life for Jakarta residents by protecting them from coastal flooding. Several clusters in North Jakarta are included in the NCICD levee plan, from the Sunda Kelapa Cluster to the Pantai Mutiara Cluster. This project started in 2014, with Phase A continuing until 2025.

Role of Central and Provincial Governments in NCICD Development

The NCICD project is a collaborative effort and a shared responsibility between the Central Government and the Provincial Government of DKI Jakarta. This synergy is conducted through the Ministry of Public Works and Public Housing of Republic of Indonesia (PUPR/Kementerian Pekerjaan Umum dan Perumahan Rakyat Republik Indonesia) and Dinas Sumber Daya Air (water resources agency). Initiated in 2014, this project aims to address flooding issues and manage the northern coastal areas of Jakarta.

In the initial phase, various plans and strategies were formulated to yield long-term positive impacts. Currently, the NCICD coastal protection levee work for Phase A, running from 2023 to 2025, is under the authority of the Water Resources Agency of DKI Jakarta Province.

 

Functions and Benefits of NCICD for Jakarta

The presence of NCICD is deemed crucial for the sustainability of Jakarta. Here are the functions and benefits of NCICD:

  1. Securing and Managing the Northern Coastal Area of Jakarta

NCICD aims to strengthen the protection and management of Jakarta’s northern coastal areas. This includes building infrastructure to counter threats from coastal erosion and abrasion, ensuring well-managed areas.

  1. Mitigating Coastal Flooding in Jakarta

Coastal flooding, which occurs along the shoreline, is reduced by NCICD’s defense structures against tidal waters. This helps local residents feel safer

  1. Blocking Seawater Due to Tidal Waves or Coastal Flooding

One of NCICD’s primary functions is as a levee to block seawater or tidal waves. This is crucial for protecting important surrounding infrastructure.

  1. Reducing Economic and Social Losses Due to Coastal Flooding

By tackling coastal flooding, NCICD can reduce economic losses from property damage and business disruptions. It also lessens social impacts such as daily life disturbances and public health issues.

  1. Providing a Clear Boundary for Coastal Area Land Development

NCICD provides a clear boundary for land development in coastal areas. This is important to ensure development respects environmental and spatial planning considerations.
 

NCICD Jakarta Development Clusters

Several clusters in North Jakarta are included in the NCICD development plan. These clusters cover various strategic areas, from the Sunda Kelapa Cluster to the Pantai Mutiara Cluster.

Each cluster in the plan is designed to ensure the entire northern coastal area of Jakarta receives maximum protection, environmentally, economically, and socially. Here are the clusters:

  1. Sunda Kelapa Cluster

  • Unbuilt segment: 4,875 meters
  • Segment within Sunda Kelapa Port Master Plan Area: 2,805 meters

  1. Kali Blencong Cluster

  • Built levee: 1,618 meters
  • Unbuilt segment: 1,708 meters
  • Mitigation: land ownership inventory, pond areas, private areas, mangrove areas, fishermen parking

  1. Muara Angke Cluster

  • Built levee: 1,526 meters
  • Unbuilt segment: 3,463 meters
  • Mitigation: residential land inventory, fishermen parking, relocation, and shelter plans

  1. Pantai Mutiara Cluster

  • Built levee: 380 meters
  • Unbuilt segment: 1,507 meters
  • Mitigation: land ownership inventory, pond areas, private areas, mangrove areas, and fishermen parking

 

The NCICD project demonstrates a strong commitment to creating a safer and better-organised environment for all Jakarta residents. With support from all parties, this project is expected to provide Jakarta with a more resilient and well-ordered future.
