Jakarta Crowned World Champion in WSIS Prizes 2022

Jakarta’s Flood Control System secured a trophy as a winner at the World Summit on the Information Society (WSIS) Prizes. This year Jakarta managed to come out as a winning project along with 18 other winners in other categories. Let’s find out more about the Flood Control System and how this system serves its purposes for the citizens.

Flood Control System at WSIS Prizes 2022

The World Summit on Information Society (WSIS) is an annual event held by the International Telecommunication Union (ITU) and it’s been running since 2013. This year, Jakarta, through its Flood Control System innovation, was nominated for the 2022 WSIS Prizes in the AL C7. ICT applications: benefits in all aspects of life E-sciencecategory. Other countries that also compete in this category are Saudi Arabia, Italy, Chile, and China. Before being selected as the winner, the Flood Control System had gone through several phases.

Submission phase (1 September 2021–5 February 2022)

This is the initial stage which allows stakeholders to submit their WSIS related projects.

Nomination phase (7–25 February 2022)

A list of 360 nominated projects will be announced, that is 20 projects per category.

Voting phase (1–31 March 2022)

During this time, the public can cast their vote for the selected project. The 5 projects in each category with the highest votes will be selected in this phase.

Selection phase (1–15 April 2022)

The Expert Group from the International Telecommunication Union (ITU) will assess and select the projects that will become the winning projects.

Prize Ceremony (31 May 2022)

72 champion projects are selected during this phase and 18 of the projects will come out as winning projects. The winners will be announced at the WSIS Prizes Ceremony at WSIS Forum.

What is a Flood Control System and Why is it Necessary?

When the rainy season arrives, there are several areas in Jakarta that are prone to flooding. Given the circumstances, the government needs a system that can help them disseminate the information about flood points to the citizens as a preventive measure against disasters. Not only that, there’s also a need for a system that can facilitate coordination between officers and stakeholders. Based on those needs, the Flood Control System, which was developed by Jakarta Smart City, was introduced to optimize flood risk management in Jakarta.

How does the Flood Control System work? The Flood Control System works by collecting historical sensor data (water level, vibration, temperature) and CCTV. The data is collected by sensors and the Internet of Things (IoT) installed in 178 pump houses and sluice gates spread over Jakarta. Then, the collected data will be integrated into a single platform and the Flood Control System will perform an analysis that results in conditions, potentials, and predictions regarding flood conditions in Jakarta so the government can provide solutions. All of the data that has been collected will be an asset and a source of information for future decision-making. The Flood Control System is also expected to provide real-time flood monitoring that can increase public awareness as well as allow the government to give quick responses to the citizens.

There are three aspects in developing a predictive and intelligent Flood Control System in Jakarta, namely:

  • Sensing — collecting and integrating data from various sensors installed in the field;
  • Understanding — managing and turning data into information using machine learning and Artificial Intelligence; and
  • Acting — displaying information in a centralized dashboard to be used in decision making by flood control officers in the DKI Provincial Government and as an early warning to the public.
