Eid-Fitr is just around the corner, and the Government has implemented several rules to ban Eid-Fitr homecoming or commonly known as “mudik”. This step was taken to reduce the rate of spread of Covid-19. The period of homecoming ban starts from May 6 to May 17, 2021. Here are some important rules to note about the homecoming ban in 2021.

The Rule of Prohibition Eid-Fitr Homecoming

First, the rule made  for this year’s homecoming ban is Addendum Circular Letter from Head of the Covid-19 Handling Task Force No. 13 of 2021concerning the Omission of Homecoming during Eid al-Fitr in 1442 Hijri and Efforts to Control the Spread of Coronavirus Disease 2019 (Covid-19) During the Holy Month of Ramadan 1442 Hijri. As previously mentioned, the homecoming ban period is effective from 6 to 17 May 2021. The other rule is Regulation of the Minister of Transportation No. 13 of 2021 concerning Transportation Control during the Eid al-Fitr period. In addition, there is also planning for the sealing and security of Eid al-Fitr in 2021 from the Polda Metro Jaya which has 14 sealing posts and 12 checkpoints in Jakarta, Bekasi, Depok, and Tangerang. These three rules aim to minimize the mobility of the population and control the number of vehicles entering and exiting the capital during this year’s Eid al-Fitr season.

For those who travel on April 22-May 5 and May 18-24, by air, sea, or land have to show a certificate of negative PCR/antigen rapid test result or GeNose C19 certificate within 1 x 24 hours before departure.

However, during the homecoming ban period on May 6-17, 2021, the government only allow certain types of mobility, which includes the delivery of logistics and non-homecoming visits, such as official travel, sick family visits, funeral visits, pregnant women with 1 companion, labor visit with maximum of 2 companion, and other purposes of visit equipped with a letter from the head of the village / local lurah. To enter the DKI Jakarta area, people who have non-homecoming purposes need to make an Entry and Exit Permit Letter (SIKM).

If there are travelers who violate will be subject to sanctions that vary depending on the type of vehicle:

  • For the family car, it will be penalized in the form of a u-turn.
  • Family cars or passenger transport that do not have a permit will be punished for two months imprisonment or a fine of five hundred thousand rupiahs.
  • Freight cars carrying passengers will be subject to a one-month prison sentence or a fine of two hundred and fifty thousand rupiahs.

Applying Entry and Exit Permits Letter (SIKM)

As regulated in the Governor's  Decree No. 569/2021, the issuance of a letter no later than two days since the requirements are declared complete and is valid during the Eid-Fitr homecoming ban in 2021. SIKM is given to non-homecoming travelers. In addition, SIKM holders must also hold the certificate of negative PCR/rapid antigen test result or certificate with negative result from GeNose C19 test within 1 x 24 hours before time of departure. Entry and exit permits application letter can be submitted throughjakevo.jakarta.go.id.

The homecoming ban is imposed as one of the efforts from the government to reduce the number of Covid-19 cases. The ban on homecoming is applicable to those who travel with land, sea, or air transportation. If there are people who wish to travel for non-homecoming purposes, then as previously mentioned it is necessary to make an entry and exit permit letter and conduct a PCR/rapid antigen test/GeNose beforehand. Therefore, to avoid rising cases of Covid-19, please obey the government rules, and make sure to stay safe during Eid-Fitr celebration by maintaining health protocols!
