How Jakarta Conducts Flood Mitigation

Extreme rainy weather often makes Jakartans worried if the flood comes suddenly. To overcome the problem of flooding, the Jakarta Provincial Government has various strategies to prevent and deal with flooding in Jakarta. Here are fiveflood mitigations carried out by the Jakarta Provincial Government for the rainy season.


 

Construction of Embankment for Tidal Flood

For preventing tidal floods in the northern region of Jakarta, the Provincial Government prepared NCICD (National Capital Integrated Coastal Development). NCICD is a giant embankment that can store water from 13 rivers in the northern part of Jakarta The priority locations of the NCICD constructions are Kamal Muara, Kali Blencong, Kali Adem-Muara Angke, Muara Beach, Sunda Kelapa, and Tanjung Priok. Currently, the NCICD Embankment has been built along 12.6 km of coastal embankment and the government will continue its construction.

Vertical Drainage Development 

In addition to building embankments, the Jakarta Provincial Government also prepares catchment wells (vertical drainage). Vertical drainage or catchment wells are artificial catchment systems that can hold and absorb water into the soil. As of December 31, 2020, there are 2,974 vertical drainage points available in 777 locations, such as RPTRA (child-friendly public place), local government buildings, schools, city parks, and mosques. The activity of building a catchment well also invites the community to participate.

Building and Rehabilitating Polder Pumps 

When entering the rainy season, polder pumps have an important role to optimize flood control. In 2020, DKI Jakarta Province has pumps located in 178 locations, with 487 stationary pump units. The capacity of the pump in sucking water also varies, ranging from 4,000 to 5,000 liters per second. The plan for the construction / rehabilitation of the polder system in 2021-2022 in a number of locations including.


 

North Jakarta 

  • Pumps of Kali Betik dan Pompa Artha Gading in Kelapa Gading
  • Pumps of Muara Angke dan Pompa Teluk Gong in Penjaringan
  • Pumps of Mangga Dua in Pademangan


 

East Jakarta 

  • Pumps of Pulomas in Pulo Gadung
  • Pumps of Marunda in Cakung-Cilincing
  • Pumps of Timpala in Kampung Makassar
  • Pumps of  Adhyaksa in Cipayung

West Jakarta

  • Pomps of Green Garden in Kembangan-Kedoya

Gerebek Lumpur 


 

Another preventive effort carried out by the Jakarta Provincial Government, through the Water Resources Agency, in dealing with floods is a program called ‘raid mud’ (Gerebek Lumpur). This program aims to clear the mud of rivers and reservoirs and thus increase its water capacity during the rainy season. The location of this mud raid is mainly carried out in 13 rivers in Jakarta, such as one of them in Kali Ciliwung. In addition to rivers, mud raids also implemented on lakes and reservoirs in Jakarta.

Safety Guide Book

Finally, the Jakarta Provincial Government through the Regional Disaster Management Agency (BPBD) also issued a guidebook so that the community and regional administrators can anticipate and be ready to be on standby when overcoming floods. The guidebook contains information ranging from preparing a disaster alert bag, including instructions if there is already a potential flood, at the time of flooding, if it is at the evacuation site, and what to do after the flood.
