Reporting PPKM Violations in the Workplace

The effort to break the chain of spreading the Covid-19 pandemic in Jakarta continues. For effective prevention and handling measures, the Government of Jakarta has re-implement the Enforcement of Restrictions on Public Activities (PPKM) from 20 April 2021 to 3 May 2021. 

You might be still wondering, what is exactly the difference between PPKM and PSBB? The difference lies in the policies that are being applied. During PPKM, the restriction in public activity is regulated by the district head; during PSBB, the district head had to propose the limitation in public activity to the Minister of Health based on several criterias. Additionally, during the PSBB period, all public activities had to be stopped, including all activities in offices. During PPKM, this policy no longer applies as public activity is slowly going back to normal but with some restrictions.

Jakarta Governor Anies Baswedan has specifically asked the businesses to maintain discipline in enforcing the Covid-19 prevention protocols to reduce the risk of coronavirus transmission.

Governor Anies' statement is not without reason. Especially with the news of several new office clusters during the last Transition Period. Therefore, the Provincial Government keeps urging office workers and employees to actively participate in reporting any violations in the workplace during the PPKM.

How to Report PPKM Violations in the Workplace?

If you are a worker and see that your workplace does not impose a maximum capacity limit of 50 percent, you should file a report of the violation. But how? The Government of Jakarta has provided channels that you can use for reporting. One of the easiest ways to do this is through the Jakarta Kinior JAKI app.

Use JakLapor Feature in JAKI

When you find a violation in the workplace, all you have to do is open the JAKI app, then access tap on the camera button or JakLapor feature at the bottom center of the menu screen.

Take Photo of the Building of Your Workplace

You don't have to shoot a photo of the crowd inside the office or the violator. Just take a photo of the facade of your workplace. This way, you can avoid any undesirable situation as well as to keep you safe as an anonymous reporter. Avoid taking pictures from locations that are recorded by CCTV or may disclose your identity, e.g. taking a photo from your desk.

After the photo is taken, select the Pelanggaran Perda/Pergub (Regional Regulation Violation) or Hubungan Pekerja-Pengusaha (Employee-Employer Relations) category. After describing the violation in the description box, add some information about your company. Some of the data that can be listed including:

  • Company name
  • Company address
  • Company phone number
  • Company email
  • Business sector

Just like in the report picture, avoid including your identity in the description box. Remember, only include information about the company.

Still Worrying About Your Safety?

In JAKI, each reporter's identity is automatically anonymous. This means that your identity will not be displayed to the public. However, if you’re worried about your identity despite doing the right thing, then you’re advised to log out of your JAKI account. That way, the company cannot check the report on your phone when they do an inspection. You can still monitor reports through the JakRespons feature without having to log in to your account.

Extra tips so that you remain anonymous, don't disclose your personal identity in the comments section. Even if there’s a comment in your report claiming to be the Provincial Government officer or JAKI’s admin. The Jakarta Provincial Government will not ask your identity in public, including in the comments section in JAKI.

Follow-up Reports for Violating Workplaces

Related parties will follow up reports of violations that occur in the workplace, such as the Jakarta Provincial Manpower, Transmigration, and Energy Department (Disnakertrans). Apart from worker reports, Disnakertrans also routinely conducts unannounced inspections to ensure that health protocols are enforced in the workplace.

Referring to Pergub No. 3 of 2021, if the company is proven to have repeated violations by not carrying out the obligations stated in the regulations, then the company is obliged to stop all of the operations for three days and the company has to put up a seal at the entrance to the office. If the violation is still repeated, the company will be subject to an administrative fine up to Rp50 million rupiah. 

Your active participation in reporting the PPKM violations hopefully will stop the emergence of new clusters in the workplace environment. So, don't hesitate to use the JakLapor feature in JAKI if you find a violation in your office. Because every report you make will help other workers stay productive and protect their families to stay safe and healthy.
