Do’s and Don’t During The Latest PPKM Restrictions

One of the domino effects of the spike in Covid-19 cases is the tightening of the implementation of public activity restrictions Level 4 (PPKM Level 4). To reduce the number of cases, the PPKM regulation was adjusted and implemented effectively from 10 August to 16 August, 2021. The adjustment to the regulation was made based on the Decree of the Governor of Jakarta Number 974 of 2021. Then, what is the difference? Let’s take a look at the summary of the PPKM Level 4 below!

Office

During PPKM Level 4, all or 100% of non-essential sector employees in Jakarta are required to work from home. Essential offices in finance and banking industries which include insurance companies, banks, pawnshops, futures exchanges, retirement funds, and financial institutions that are oriented to physical services to customers can operate with a maximum 50% capacity for locations related to the community services, and 25% for office administration services. 

Essential offices in capital market, information and communication technology industries, which include cellular operators, data centers, internet, postal, media, non-quarantine handling hotels can operate with a maximum 50% capacity. 

Export industrial offices and their supporting offices where the company must show proof of sample documents for Notification of Goods Export for the last 12 months or other documents showing export plans and are required to have an Operational and Mobility Permit for Industrial Activities, can operate one shift with a maximum 50% of normal staff numbers, only in production/factory facilities, and 10% for office administration services. 

Government agencies that provide public services whose service cannot be delayed are allowed to operate at 25% capacity in the office. Meanwhile, critical sectors industries such as health, security and order can operate 100% without any capacity reduction. For other critical sector industries, such as disaster management, energy, logistics, transportation and distribution especially for basic needs, food and beverages and their supports, fertilizers and petrochemicals, cement and building materials, national vital objects, national strategic projects, construction (public infrastructure), and basic utilities (electricity, water, and waste management) can operate 100% only at the production/construction/community service facilities. For administrative services in this sector, only 25% of the staff are allowed to work in the office. All operational activities in the office must implement stricter health protocols.

Commerce

 

 

PPKM Level 4 also regulates the implementation of the commerce and industrial sectors in Jakarta. The operating hours for supermarkets, traditional markets, public markets, and grocery stores that sell daily necessities are limited until 8 p.m only, with maximum capacity of 50%. Main markets (pasar induk) are allowed to operate according to the operating hours. Drug stores are allowed to open 24 hours. Meanwhile, traditional and public markets that sell non-daily necessities can operate until 3 p.m with maximum capacity of 50%. Pharmacies and drug stores can be open 24 hours. Street vendors, grocery stores, voucher agents/outlets, barbershops, laundry, hawkers, small workshops, vehicle wash, and so on can operate until 8 p.m. All of these operating trade and industrial sectors must implement stricter health protocols.

Houses of Worship

Based on the PPKM Level 4 regulation, places of worship such as mosques, churches, temples, may operate with a maximum capacity of 25% or 20 people by implementing stricter health protocols in accordance with the technical arrangements from the Ministry of Religion. 

Tourism

During the PPKM Level 4 period, public tourist attractions, public parks, locations of art, culture and social activities, as well as other public areas are temporarily closed, due to considerations of the high risk on Covid-19 transmission. People are also not allowed to hold wedding parties/receptions during the PPKM period.

Shopping Centers

Meanwhile, shopping centers/malls/trade centers can operate 25% from 10 a.m to 8 p.m by implementing the health protocols regulated by the Ministry of Trade. Residents aged under 12 years old as well as over 70 years old are prohibited from entering shopping centers/malls/trade centers, cinemas, playgrounds, and entertainment venues in shopping centers/malls/trade centers.

Restaurants

Food stalls, street vendors, hawkers stalls can operate until 8 p.m with a maximum of 3 visitors dining in and a maximum dine-in time of 20 minutes. Dine-in facilities in indoor restaurants or cafes are prohibited and customers can only order the food by using delivery or take away services. Meanwhile, outdoor restaurants or cafes are allowed to open until 8 p.m with a maximum capacity of 25%, 2 people in 1 table, and a maximum dine-in time of 20 minutes. All operating activities must implement stricter health protocols. 

Transportation

In the latest PPKM Level 4 regulation, public transportations, mass transportations, conventional and online taxis, and rental vehicles may operate with a maximum of 50% passengers and apply stricter health protocols.

Online and conventional taxi bikes can carry passengers 100% of the capacity while still implementing health protocols, and must maintain a distance of 1 meter while waiting for passengers. To stay safe when transporting, always use hand sanitizer, wear a mask, and disinfect vehicles.

School

The PPKM regulation for schools, universities, colleges, academies, places of education and training require all teaching and learning activities to be carried out online.

Sport

All outdoor sports facilities are temporarily closed. Sports facilities in open spaces are allowed to operate until 8 p.m without spectators and by implementing stricter health protocols. 

Constructions

Construction activities continue to operate 100% by setting operating hours and capacity. The entire activity must also implement stricter health protocols.

Medical Facility

As an essential place during this pandemic, health facilities are one of the places that are allowed to operate 100% during the restrictions. The activities in the health facilities must implement stricter health protocols.
